Amazon's EC2 cloud has ec2-create-VPC and ec2-create-subnet commands in 
it's API.

If you are given control over VLANs within your cloud, you could still use the cluster-click package then Robin sent the link to earlier because it has the capability of distributing packets by appending vlan headers to them.
