[ee122] ECN and congestion

I propose the scenario:

Alice and Bob both support ECN in their TCP/IP layers. Alice sends a message
to bob over TCP, and while sending packets, one of them is labeled with the
ECN marking congestion in the network. Bob sees this first and sends the ACK
with the congestion also noted.

For ECN to work (as it is described in RFC 3168), does Alice have to change
her next outgoing packets to indicate that she understood and took measures
to comply with ECN? I've been reading the RFC but feel a little overwhelmed
by its knowledge.
