[Tmrg-interest] Update to "Tools for the Eval..." I-D

All:
I'm working with a team of colleagues at Booz Allen Hamilton to write
two sections of the "Tools for the Evaluation of Simulation and Testbed
Scenarios" Internet-Draft:
 
- Section 16:  Characterization of Challenging Lower Layers
- Section 17:  Characterization of Network Changes Affecting Congestion
 
We have already been in touch with Sally Floyd in regards to the
direction and structure for these sections.  We will release these
sections to the list once they are ready for review by the community.
If you have any questions, suggestions or comments in regards to these
sections, please do let me know.  Thanks
