[Tmrg-interest] Metrics for the Evaluation of Congestion Control Mechanisms

The TMRG internet draft on "Metrics for the Evaluation of Congestion 
Control Mechanisms",
"http://www.ietf.org/internet-drafts/draft-irtf-tmrg-metrics-04.txt", 
had been fairly stable for
quite some time, and I think is ready to be advanced to an 
Informational RFC.


Here is the process 
("http://www.isi.edu/~falk/papers/draft-irtf-rfcs-00.txt"):

A shephard (me, in this case) asks for feedback from the research group,
to determine whether the group thinks that the document is ready to 
move to
an Informational RFC, and to determine the state of consensus of the 
research
group.  The state of consensus can range from:
   "this document represents the consensus of the FOOBAR RG"
to:
   "the views in this document were considered controversial by the 
FOOBAR RG but the
   RG reached a consensus that the document should still be published"

Once the research group has determined that the document is ready to be
advanced to Informational, the draft is forwarded to the IRSG (Internet
Research Steering Group) for another stage of broader review.


So what this document needs now is a few members of the TMRG to agree
to review it in its current revision (from August 2006), and give 
feedback to the
group.  The current revision includes feedback from the following:  
Armando Caro,
Dah Ming Chiu, Dado Colussi, Wesley Eddy, Nelson Fonseca, Janardhan 
Iyengar,
Doug Leith, Saverio Mascolo, Sean Moore, Injong Rhee, Andras Veres, and
Damon Wischik
