That sounds reasonable to me, for basic scenarios.
It is probably also worthwhile to look at a scenario with a congested
low-bandwidth access link (dial-up, since it still exists), and
with a low-bandwidth congested wireless link (1-2 Mbps), assuming
that those are still around.
Because it is good to researchers to also explore what would
happen if someone uses a particular congestion control mechanism
over a very-low-bandwidth path.
