[Tmrg] Scenario for inter-RTT fairness

Dear Round-table participants,

I've got "Inter-RTT fairness scenario" in the meeting. The scenario
proposed here  is based on what we have been doing for RTT fairness
testing.

Scenario:
- One flow with a fixed RTT.
- The RTT of the other flow is varied.
- The bottleneck buffer size is set to some percentage of BDP.
- Measure throughput over a second half of a simulation. (This is what
Sally suggested in other testing scenarios)
- Metric can be either throughput ratio (fairness ratio) or fairness index.

To agree on:
- Do we need background traffic for inter-RTT fairness test? If so,
10% of background traffic with realistic mix of RTTs?
- The range of RTT we are interested in.
   e.g., One flow has a fixed RTT of 160ms, and the other flow varies
its RTT from 10ms to 160ms (10ms, 20ms, 40ms, 80ms, 160ms).
- What buffer size in the bottleneck? e.g., 100ms BDP buffer size?
