True, that would be useful.

I certainly wouldn't want people to think they should only do a
subset   of what we agree on.  On the other hand, I would want them to
feel obliged to do a   superset   either...

Perhaps the goal should be to find a list of "types" of quantities to
measure (like link utilization), and say "*if* you're going to measure
quantity X, please include metric  Y  along with any others that you
choose"  and  "*if* you're interested in bandwidths in this range,
please include bandwidths from the following list".  Do you have any
recommendations?  I'll check the wording in your current draft...
