Good point; "high speed" protocols do that. However, if we want this
test suite to apply to testing things like LT-TCP or LP-TCP, then
they won't necessarily revert to standard behaviour. I say there's no
harm in extending the range of rates in the "preferred list". Nothing
forces people to use *all* rates in the list.
