Yep, that makes sense to me.

E.g., one test scenario could keep all other parameters fixed, vary
the buffer size (or the average queue size for the AQM mechanism)
at the congested link, and explore performance as a function of
buffer size.   This does not imply a *goal* that all congestion
control mechanisms perform equally well for all buffer sizes;  just
that if a particular congestion control mechanism performs extremely
poorly with small buffers, or gets much more or much less of its
"share" of the bandwidth with very large buffers, it would be good
for a set of "current best practice" simulation scenarios to detect
this.  As a point of information.
