Log message:
	Bug fix:
	If the MasterConfigTree::commit_pass1_done() callback is called
	indicating a failure, then reset the _commit_in_progress flag.
	Otherwise, the rtrmgr is locked and no xorpsh instances can be started.
	
	This fixes the second half of Bugzilla entry #129
