Makefile.am tweaks:
* Replace all check_PROGRAMS with noinst_PROGRAMS
The reason is because the check_PROGRAMS are built only if
we run "gmake check", and this might be confusing.
E.g., if someone modifies a test program, then runs gmake,
and then the program itself, it will still execute the old
program.
* Explicitly enumerate the TESTS programs. E.g.,
avoid things like TESTS = $(noinst_PROGRAMS)
because in number of cases they are not equivalent, and
this can be a source for an error (see the next bullet).
On the down side, now the C/C++ test programs have to be listed
twice: once in TESTS, and once in noinst_PROGRAMS
* Fix a bug in rib/Makefile.am, where a number of binary programs
(some of them old and unused for quite some time)
were snicked-in as tests programs by me two commits ago.
This should fix a tinderbox failure in the rib tests. Sigh...
