Log message:
	For multiprotocol packets:
	1) Correctly convert from bits to bytes.
	2) Clear memory before using it.
	3) Generate a notification if we get an illegal prefix length.
	4) Slight formating change in "MPUNReachNLRIAttribute<A>::str()".
	
	Multiprotocol unreachable packets may now be correctly encoded and
	decoded.
