Log message:
	* Refactor the network interface setup machinery
	* If a network interface is not DOWN, then explicitly fail
	to setup the MAC address on an interface and return
	a meaningful error. The reason is because in case
	of Linux if an interface is not DOWN when attempting
	to set the MAC address, the system call fails and
	returns a cryptic error.
