Log message:
Implement FtiConfigEntryObserverNetlink and
FtiConfigTableObserverNetlink: netlink-based routing entry
observers that listen for routing entry related netlink messages
from the kernel.
Currently, those observers similar to the routing socket
observers don't propagate the routing entry changes (yet).
