Remove bogus flag "recognized", which is not really used.
As a result, even if the forwarding table is empty, we return
success when parsing the data rather than failure.
This indirectly fixes a coredump problem in fib2mrib/xorp_fib2mrib:
That program discovers through the FEA that the underlying system
supports IPv6, but if the IPv6 forwarding table is empty, then it
fails to register for obtaining the IPv6 forwarding table because
of the "recognized" bogus flag.
