Log message:
	* Modify the default value for the "traceoptions flag all disable" flag
	  from true to false so it is consistent with the other template files
	  that have traceoptions.
	
	* Fix the %delete method specification for the "traceoptions flag all"
	  so the tracing is disabled when the traceoptions node is deleted
	  from the configuration.
