Log message:
	Allow the base directory for the MinGW/MSYS installation to be set
	in the environment using the variable MSYSROOT, when running test
	commands. Set default path to C:\MINGW.
	
	This eliminates a dependency on a hard-coded path for developers
	wishing to try XORP under Win32.
