Log message:
	Previously, the "commit" command was not available in
	configuration mode if there were no pending configuration changes.
	Now the "commit" command is always available, but the following
	message will be printed instead:
	  "No configuration changes to commit."
	
	This fixes Bugzilla entry #199.
