	* Add new methods and constants related to the IPv4 experimental
	  Class-E address space (240.0.0.0/4):
	  IPv4::is_experimental(), IPv4::ip_experimental_base_address_mask_len()
	  and IPv4::EXPERIMENTAL_BASE().
	
	* Add corresponding test cases for the above methods and constants.
