Log message:
	If the neighbour state machine transitions to Down typically due to an
	InactivityTimer event, then schedule a NeighbourChange event in the
	interface state machine (if this type of interface elects a DR).
	
	Fixes the problem of the DR or BDR becoming inactive and still being
	announced in the routers hello packets.
