This is quite high up in the symbol dependency graph. You may see various
objects rebuild as a result. Irritating, but this is for the greater good.

Changes to use this coming up shortly. Anything which was calculating
jitter using random_uniform() is going to be touched by this, in particular,
Windows BGP.
