Log message:
	In the function bgp_peer_unchanged() increase the delay from 2 to 10
	seconds. This function checks the status of a peer (number of sent and
	received packets). The status is checked twice with a delay in between
	if the number of send and received packets haven't changed then it is
	concluded that the peering is now stable. On slow machines the delay
	of only two seconds was insufficient, especially when forming a new
	session.
	
	This should solve the problem of test17 failing on slow machines.
