Quite possible, if by 'interface ID' you are referring to 'interface 
index' in the TCP/IP stack.

Windows uses a 32-bit wide interface index space. From what I've seen it 
may use numbers higher up in that space. It might be worth testing 
against Microsoft OSPF to see which interface IDs it uses for virtual 
links, then again, they might not implement OSPFv3 yet.
