Log message:
	OSPFv3 unlike OSPFv2 must process unknown LSAs add the machinery to
	deal with unknown LSAs as a function of their scope; note the
	UnkownLSA has not yet been implemented.
	
	Some asserts have been added to test_packet.cc that should be turned
	into proper tests; details in TODO 53).
