Log message:
	The summary_replace method assumed that if the new route was a
	candidate for summarisation, then the old route was also a candidate,
	not true. Verify that both old and new routes are candidates for
	summarisation. The problem was exposed when an old route was not a
	summary candidate and the new one was and the network was not found in
	the summary database.
