Log message:
	Deal with a corner case that is not explicitly covered in the RFC when
	handling incoming hello packets. If no BDR has been elected and an
	incoming hello packet contains a BDR of 0.0.0.0, then this neighbour
	could be a BDR candidate, so generate a neighbour change event that
	will eventually cause the DR and BDR election process to be run.
