Log message:
	In RIB<A>::get_protocol_admin_distance(), demote the ERROR to
	a WARNING.
	
	It is possible that the routing process which causes this
	method to be called hasn't registered its admin distance yet.
	
	The RIB currently lacks support for recomputing an OriginTable
	when the admin distance changes.
