Log message:
	* Removed a comment in policy.y that seems to be obsolete, and that
	  confuses the utils/rcsid2ident.sh script.
	
	* Regenerated yacc.yy_policy_parser.cc and edited it by hand to
	  remove the following statements that are incorrectly left-in
	  by the utils/rcsid2ident.sh script:
	
	#ifdef __unused
	__unused
	#endif
	
	This addresses an yacc auto-generation issue that is related to
	Bugzilla entry 807.
