Log message:
	Start the FirewallManager only if needed when firewall rules
	are installed.
	
	This fixes IGMP sendmsg() transmit problem on OpenBSD.
	Previously, the firewall was uncoditionally enabled,
	and by default the OpenBSD pf(4) drops IP packets with
	Router Alert IP option (included in the IGMP packets).
