	Minor cleanup:
	
	* Renamed method reopen_device() to reopen_pcap_access() for
	  consistency with the related methods.
	* Changed the return type of method reopen_device() to return
	  XORP_OK/XORP_ERROR (for consistency with the rest of the methods).
	* Added missing kdoc comments.
