Log message:
	Add ETHERTYPE_IP and ETHERTYPE_ARP.
	
	Since the addition of layer 2 functionality to the FEA, these are needed
	by the VRRP, FEA and raw packet code in libproto.  However, whilst they
	are part of Linux and FreeBSD network stack headers, they are not part
	of the Windows SDK and may be missing on other platforms.
