Log message:
	Bug fix in the sub-second part of the TimeVal time values.
	
	In the previous commit the millisecond values were incorrectly
	translated into TimeVal, and as a result of that the periodic
	timer was incorrectly set to 500 microseconds insetead of 500
	milliseconds.
	
	This fixes Bugzilla entry 798.
