Log message:
	Update configure.in to include the "foreign" AC_INIT_AUTOMAKE option;
	and use AC_CONFIG_MACRO_DIR in configure.in and ACLOCAL_AMFLAGS in the
	toplevel Makefile.am files to declare where the aclocal and libtoolize
	macros are stored/located. This allows build files to be automatically
	regenerated when "make" discovers that something is out of date.  (It
	also makes it possible to regenerate everything with the "autoreconf"
	script instead of our toplevel bootstrap script.  However, as of now,
	the results should not be committed to the repo.)
