[Xorp-hackers] Policy code documentation

During the developement of the policy framework i produced some documentation
which i haven't posted. It probably isn't entirely presentable as no one really
had the chance and time to proof read it and give me feedback.

However it may be useful for people wanting to modify and play with the policy
code. The most relevant document is probably the implementation one. The docs
were last edited in the beginning of september.
