[Xorp-hackers] exec family of sys.com

Those are called by xorpsh.
The xorpsh template files (etc/templates/*.cmds) specify the names
of the binaries.
Xorpsh itself uses the RunCommand class (libxorp/run_command.hh) to
execute them.
