Is the xorp_finder process running?
Can you verify that your executable is able to connect to it?

You can use tests such as telnetting locally to the Finder's default 
port 19999 to ensure the Finder is actually available. Use tools such as 
netstat to verify that the port is bound and listening. On FreeBSD, 
sockstat can be used to verify that 19999 is bound by the process you'd 
expect. There are similar tools for Windows, Linux etc.
