[Xorp-hackers] heavy CPU use for xorp_fea on startup

After further debugging, I notice that IfConfig::pull_config()
is called several times during startup.  Each time this is
called, the iftree object is cleared and re-read from
netlink (which in my case is a bit costly, even with hashing.)

I'm going to leave this alone for now, but it might be
something worth trying to optimize in the future.
