All-clear on the tree for runtime breakage.

I've taught the Router Manager and xorpsh to use the new paths, so an 
installed binary of SVN should work just fine. This should really help 
out folk who were doing packages.

There are still some lingering runpath issues in the tree for folk who 
need to run the code tests, those can get resolved a little later 
(starting with libxipc).
