I committed the code to support the secondary IP address.  I need to do a small
bit of kernel hacking to get arp working on secondary IPs (but this should only
apply to my virtual-router configuration..not normal Linux) before I can
fully test this with traffic.

But, the IP appears to be moving properly, and a normally configured OS
*should* answer the arp properly.

Please let me know if any of you get a chance to try it.

I'll work on the 'remove-mac-address' issue next.
