  libxorp/fea:  Add XSTRERROR macro to provide cross-platform strerror

This should print out better error messages on Windows.

  xrl:  Only warn if trying to register duplicate class-watch.

I'm not sure why the user is seeing this error, but it would
not appear critical.  So, if watch is already there, then just
print warning and return success.
