I will offer anonymous FTP access to the software from ftp://reflection.ncsa.uiuc.edu. We have substantial network connectivity to Abilene (through a 10g to MREN) as well as commodity access through both McLeod and ICN. I am ready to begin the rsync from 141.142.2.89 if this is acceptable to those running the primary rsync service.
