[Xorp-users] passively accepting connections

I'm having an issue where xorp is rejecting a tcp connection that is being
established by its bgp peer. The scenario is this:
The peer router comes up then the xorp router comes up and actively makes a
connection with the peer router. Then, the peer router goes down, and the
xorp code detects this and goes into the mode where it tries to reconnect
every 120s. But the peer router comes up within seconds of going down and
tries to establish the connection on port 179 of the machine that the xorp
router is on. Here's my tcpdump on that machine:

Where the original syn is coming from my peer router and is being rejected
by xorp.
Any ideas why this is happening.
