No. Only if you use the "--with-snmp" switch to ./configure it will
be compiled. And even then you can run the rest of XORP without SNMP.

What are the particular issues you are running into?
Admittably, ourselves we are using SNMP only from time-to-time, and
there could be some issues that haven't been noticed so far.
