Not really sure what the issues are.  The people responsible for putting
together the Linux package said they never could get the Net to work just
the UDC.

No. Only if you use the "--with-snmp" switch to ./configure it will be
compiled. And even then you can run the rest of XORP without SNMP.

What are the particular issues you are running into?
Admittably, ourselves we are using SNMP only from time-to-time, and there
could be some issues that haven't been noticed so far.
