"It doesn't appear" because the kernel indeed doesn't have the
CONFIG_IP_MULTICAST kernel option enabled, or because there is an
issue with receiving the multicast packets?
If the latter, then it is better to find the real issue because it
may affect other OSPF operations later and then it will be much
difficult to debug the problem.

When does it happen, on startup/shutdown or during normal operation?
In any case it means that the XORP XRL finder (that is part of the
rtrmgr) is probably gone. If the rtrmgr is running, then the finder
should also be running.
