The host should not be arping for an address that is not on the local
subnet. My guess is that the host 220.127.116.11 thinks that 10.1.1.2 is
in fact on its local subnet. The obvious cause for this would be that
the netmask on the host is set incorrectly.
Of course it could be something else, but this is the simplest
explanation that fits the symptoms.
