We are aiming to have the next release after a month or so and most
likely it won't have VLAN (management) support in it.

However, if you configure your VLANs before starting XORP, then XORP
should be able to use them.
In other words, currently XORP can use VLANs that have been
preconfigured, but it cannot manage them.
