Yupp, that sure is packet handling, packet
forwarding or whatever you want to call it.
What XORP on a theoretical plane could do is
configure netfilter or something like it to do
filtering/QoS/whatnot for you but I don't XORP
will ever actually touch any packets that are to
be routed.
