The multicast routing protocol (PIM-SM) won't threat the SAP packets
any differently. It will just forward them as appropriate same as
any other multicast packet.
The only exception is the link-local multicast (224.0.0.0/24) which
are not forwarded beyond the local subnet, but the SAP address
doesn't fail into that range.
