Nope. Most of nowadays routers use QoS by default anyway. They reserve
some percentage from every link for network control and they have QoS
between forwarding plane and control plane (often even not configurable).
Don't set IPTOS_PREC_INTERNETCONTROL for routing protocols and you can
be sure that your routing protocol sessions will be dropped even during
very small attacks not having any operational impact to any other router
or traffic in general.
